Do the 3 ceiling takedowns first -- do them silently, then continue to clear the map silently so as not to disturb anyone's patrol pattern. Don't allow downed mercs to be seen by the others. Deploy caltrops when he's farthest from you so he doesn't get alarmed. To get the unseen medal after the caltrop trip, wait until he's fully down, then you have about a second to do a ground takedown. Don't worry about speed records until their patrol sequence becomes second nature. Good luck.

Fun rating for this challenge 1/10
Still found a cheap workaround that looks silly and makes as little sense as the caltrops game mechanics... Anyway, it's easier to smash the caltrops against the wall near the target. He will look at the wall wandering just before the caltrops work on his feet. IN the meantime, make sure that you are on higher ground like the shelves so he won't see you. This method should reduce luck to a minimum.

The caltrops are admittedly poorly designed and its completely random as to whether or not the thug will see you after theyre stunned.
