The only gears are "Park, Reverse, Drive and Afterburner". You need to use afterburner.
It's an automatic (which makes sense, it would be kind of hard for the car to drive itself if it couldn't gear shift on its own).
Did you unlock afterburner yet? You have to complete "X" % of the story to get it. It isn't automatically unlocked.
See, you probably should have led with that. It has nothing to do with gear shifting (since that concept is kind of irrelevant in the context of this game). How much of a speed difference would you say it is?
If it's not too late, I would try verifying the game cache first. That'll take a lot less time than reinstalling the game, and will likely have the same effect.
If you are stuck on the very first Militia chase in the game after rescuing the threatened officer, you're going to have to take down their vehicle using the Immobilizer. To aid you in your pursuit, you might want to get out of "Vanity View" and into "Windshield View" so you concentrate on what's in front of you while driving, not on how cool the car looks from behind.
