I´m glad you wrote this because I had the same problem after following the instructions given. But I did not see your post and was looking for a solution other than re-installing windows for the pas 2 hours.

Go into Device Manager and under View select "Show Hidden Devices."
This should show the HID-Compliant Game Controller in the list now.
Right-click and Uninstall all of the game controller drivers
Turn on your controller and everything worked
I have tried to follow this but there is no option to "enable driver". any ideas??
I am using an Xbox Elite 2 controller via Bluetooth connection on Windows 11 Pro. Custom PC with MSI Z690 edge, Intel i9-12900K, 64GB ddr4 and RTX 3070 Ti.
I can play Arkham City via Steam without issues and it sees an Xbox controller, As soon as I started Arkham Knight I was unable to control the game, all of the buttons were mapped wrong and Batman would not stop staring at the sky and trying to throw batarangs.
I found this forum and without reading through to some of the issues encountered I disabled "HID-Compliant Game Controller" in Device Settings. Windows promptly crashed to blue screen. I tried restarting a couple of times and it kept crashing. It suggested I restore, no thanks.
***How to Fix***
Being a controller driver the malfunctions are likely only to occur with a controller still connected. I noticed my controller was still on so I turned it off, disconnected the charging case that was attached via USB, turned off the PC and turned it back on and it booted to Windows fine. I then removed the controller in Bluetooth settings and re-added it. No need to go back to Device Manager, the driver will automatically install/enable when you pair your controller again and everything will be back to normal. Definitely no need to do a system restore here or spend hours in agony.
I will probably just play Arkham Knight with a PS5 DualSense controller, been wanting to see how some games play with it anyway. That said it is weird this is even an issue.
I messed with this some more this morning. I had Xbox controller support enabled in Steam and Xbox One controller enabled as the preferred input for Arkham Knight. Game was still showing a PS4 controller and was not playable. Frustratingly, I connected a DualSense controller and enabled PS controller support and PS5 input and Arkham Knight detected it as an Xbox controller.
I disconnected the DualSense and turned back on my Elite, changed the controller type for this specific game to Xbox 360 controller instead of Xbox One controller and everything is finally working, mappings are correct and settings show an Xbox controller, albeit a 360 version but who cares, rumble and all work. I am not going to push it and try to get the paddles on my Elite 2 working...
