Are the dlc characters useless?
I am considering getting the red hood pack , to play as him in the combat chellanges, but i heard that he can't disarm and destroy weapons so the endless modes (which are the most fun imo) become totally unplayable after a while because every enemy will have a shield after some point.
Is it true? How big of an issue is this?

Only Batman and Azrael have the disarm/destroy move. For infinite maps, yeah, it's a pain in the ass using Red Hood. He doesn't have many gadgets and the only special combo move he has is the unblockable takedown.

Robin and Catwoman are okay for infinite fight maps since they have area of effect attacks. Robin's shurikens are nice and quick and Catwoman has the easiest timing. Nightwing went from being my least favourite alternative character to my best. He has the REC gun which is useful, good AoE attacks and is fast.

Is it also true, that red hood gets way more shields than other characters (like 10-20 all arround) because brutes don't spawn in?

I mainly used deathstroke in arkham origins so i was looking forward to playing with red hood, but if the number of weapons are really that bad, than i might have to skip arkham knight's AR dlc all together, which would be sad, because i love them in the series and it would be annoying for it to get it ruined by such thing especially because arkham knigh has the most AR maps in the series with the dlc.

Now that I think of it, yes he gets more shield thugs. I think they reduce the taser count because he doesn't have the REC. He doesn't have the animations for fighting brutes so they never factor in.

It's a shame, because it's interesting to play as a character that actually just kills and some of the animations are nice. I remember in the stealth gameplay pulling off a double kill from a grate. But overall? To borrow a phrase from Yahtzee, Red Hood is an irritating waste of potential.

It feels lazy that they never added those animations to make it more balanced.
So one last question: Are the AR dlc's and the character pack not worth it if i mainly want to focus on playing as red hood?

I'm not entirely sure which maps came with his pack of stuff, but I don't think you'd be missing much anyway. Certainly not the infinite maps. Red Hood's campaign, like the ones for all the other characters (maybe not Babs, but that was mearly okay to me) are insultingly short. Only one I liked was Nightwing's GCPD lockdown, because him messing with Penguin was funny.

As far as i know red hood don't have specific AR maps, but every AR chellange map is playable with every character (expect for the dual ones)
