How to install Mods

How do I install mods for this game? Vortex doesn't handle this game and I've looked via Google and can't find anything. Any help would be appreciated.

Man, u looked on vortex but didnt on nexus? anyway there are some mods but only for visual and joker car to select.

How do I install the mods? I know they have mods on Nexus for the game but it doesn't mention what mod manager to use like Vortex. I'm sure some of the modders have created readme files on how to install but not all of them do. I just want to know do I just copy the files to a certain folder?
