There's no way to redistribute your skill points.
What upgrades to get depends on your playstyle, I guess. I like the combat stuff. Upgrading the things the disruptor can target is pretty helpful for predator (and one of those upgrades is actually required to solve a Riddler puzzle). I'd also recommend getting some Batmobile armor and the upgrade that lets you keep Batmobile weapon energy after being hit; that's mainly 'cuz there's one scenario late in the game that can be pretty frustrating to complete without them.
In the combat tree: Early on, Critical strikes (1 point) is really the only necessary skill. Aerial juggle (1 point) is also really good since it let's you combo out of the super stun and batclaw. Blade Takedown, you need around the time the game sends you to the third island. Special combo boost, Special Combo Multi Ground Takedown, and Special Combo Disarm and Destroy are the other really worthwhile upgrades but I wouldn't necessarily go out of my way for these.
Batsuit Tree: Fear takedown x4 is useful all throughout the game. As soon as you can get it all the way to the end. The grapnel boosts are useful for traversal. Pickup extra health as you need it.
Gadget Tech Tree: Smoke area and Smoke duration
Gadget Skill Tree: Nothing
Batmobile Tree: Health as you need it, and the extra dodge.
Batmobile weapons Tree: 60mm cannon reload speed (both), 60mm Cannon Chassis Damage.
You should really just choose whatever you think is most useful, but those are the ones I usually get first on a new playthrough.

any advice for shields? I remember the slam down move from the last game but i rarely get it to work correctly.
Fyi even in knightmare, with just the disarm skill you can play without any damage and play as the perfect knight throughout the campaign. Thats why I think its the most important skill of them all.
But i played ark city maybe over 5 years ago on ps3 no less. im making do with a keyboard for this one.
