Performance wise, it's really going to depend on your setup. Post your specs and someone should be able to give a rough idea.
With the PC version, the only difference is higher graphical fidelity, effects, and framerate. Whether or not that makes it worth it is up to you.
He's probably talking about 60's batman skin which is not in pc version but you can add it with some tweaking. And a lot of people are not able to get the zur en arrh skin, I myself had no problems with it.
Regarding your first post all the dlc you mentioned come for free with the standard edition of the game, except PS exclusives. You can only get the flashpoint skin if you buy the season pass.
Here's what is NOT available in the steam pc version:
60' batman skin (which can be added as I said above)
Justice League 3000 skin
Earth 2 skin
Scarecrow's Nightmare missions
Batmobile prototype (walmart exclusive)
1966 batmobile skin (which is not the one from the tv show that one is in the store page, this is basically the batmobile from AK but with some details in red)
