This game has LONG since stopped being actively developed. Every game has a point where the developers move on and this game is no different. You are not going to get any more content and patches.
It can trend all it wants. That won't suddenly make a long since dispersed development team suddenly come back together to make content for a game that has been pretty much finalized for five or so years.

You might want to read that article carefully. They only unlocked those costumes as they were previously a exclusive unlock via WB play. They didn't create them at the writing of that article.
Arkham Knight's development has long, long since ended. It would make absolutely no sense for Rocksteady to go back and revisit it just to add a costume. The only way such a thing would ever happen is if Rocksteady were to develop some kind of remaster release where adding new content would actually be justified.
To be honest. It is extremely unusual for a long finished game to get revisited like this.
