There are 14 side missions in the base game. At the time you finish the main story mission (City of Fear), some number of those will be uncompleted. You need to further complete half of those, rounded up, before you can activate Knightfall (i.e. play the ending sequence). If you activate Knightfall with fewer than 14 side missions complete, you get an abbreviated ending sequence, and you'll be able to activate Knightfall again once you get all 14. Once you activate Knightfall with all 14 side missions complete, you get to see the full ending sequence.

Some examples:

If you complete the main story without having done any side missions, you'll have 14 uncompleted and you'll be able to activate Knightfall any time after you've completed half of that, which is seven side missions. If you do so before completing all 14, you get a partial ending and you'll be able to activate it again for the full ending once you get all 14.

If you complete 12 side missions before completing the main story, you'l have two uncompleted side missions. You'll need to complete half of that, which is one (for a total of 13) before you can activate Knightfall for a partial ending. You can activate Knightfall for the full ending after completing that last side mission.

If you complete 13 side missions before completing the main story (which seems to be most common among people who don't want to do Riddler's stuff), then you'll have a single uncompleted side mission. Half of that, rounded up, is still one, so you'll have to complete that last side mission before you can activate Knightfall at all. When you do, it'll be for the full ending.

If you complete all 14 side missions before the main story, then you'll be able to activate Knightfall immediately and it'll be for the full ending.

Practically, what that means is:

If you want only the partial ending, and you want to complete a minimum of side missions, then complete no more than a single side mission before finishing City of Fear; that way, you'll only need to do seven total side missions to get Knightfall.

If you want to do all the side missions except for one (again, some people want to skip Riddler's), but you still want to see the partial ending, then make sure you finish no more than 12 side missions before finishing City of Fear. Otherwise, you won't be able to see the ending without finishing that last side mission.

If you want to get the full ending, you must complete all 14 side missions.
