your R2 button may also be dirty or broken, though I tend to think not if you say it seems to work in other games.
some have claimed there is a software glitch which can be worked around by going back to an earlier save point, though I have never encountered this myself so I can't confirm or deny.
the xbone elite controller also has a trigger stop that I've read can cause this type of behaviour.
I personally prefer the KB+m and do't have any issues with the car "sliding around" like you said, though the throttle is purely 0 or 100% because it's not an analog control.
i have one of those sony back paddle buttons attachment and setting one of those buttons to R2 makes it work like normal.
the issue is not during a mission or a point where you're intentionally slowed down, it's definitely a bug
i assume maybe remapping the R2 button in PS4 accessibility settings might work too but i havent tried that
