It gives you all the DLC that's available for PC. Some DLC (the PS4-exclusive stuff) was never released on PC at all, so that is, of course, not included in the Season Pass.

In fact, I believe the Season Pass is the only way to get all PC-available DLC, as the Flashpoint Skin is available only when you get the Season Pass; it can't be obtained any other way.

All that's available to purchase on Steam yes. But you will have to unlock the Earth 2 and Adam West suits with a mod. If you care about them.

The Justice League 3000 suit, Batmobile 1966 skin and Scarecrow Nightmare Challenges are not available as they're PS4 exclusives.

The Zur En Arrh Batman Skin is unlocked by signing into WBplay
the rear skin Batman Earth 2 Skin was only unlocked by a code given to people at E3 that skin is included in the Epic version of Arkham Knight.
