Unfortunately, the best fix, Arkham Quixote requires disabling gameworks effects. Shame, since they look so nice.
The guide you linked is horribly out of date...for one it mentions Kaldaien's tweak tool, which does not work anymore and hasn't worked since October 2015. The patch the game received at that time changed the way the engine worked, the tweak tool was no longer relevant, and he deemed it not worth it to try to update since the game performed ok since then. These days, modern hardware completely overpowers it.
All my issues have to do with the controls, it's really a game that does too much with too few buttons.

Did everyone said - reinstall redistributables, set non read only, change PhysX to dedicated GPU still the same....
Fixed by replaying from scratch on Batgirl DLC, hope they can fix it...
