Have the game on both i heard the port is bad which one should i play?

I'm pretty sure the console port was better optimized but I've played it on PC and not had many issues either, so it's a matter of preference.

The PC version is so much better than the console version (assuming your hardware can handle it) that there isn't a comparison. The console versions look awful (PS4 looks less awful) and run at 30fps, so they're unplayable. As a comparison, my system will run it >90fps with all the settings maxed (WAY more detail than the console versions), and the Nvidia fog/smoke/particle effects turned on (which the consoles can't do at all).

Yes, the launch version on the PC was pretty bad on a lot of setups, but it was fixed about 6 months later. There is no time even on more limited hardware that it doesn't run significantly better than the console versions. Even the terrible launch version ran better than consoles (except for the bug that caused all the graphic effects to disappear - believe it or not that particular one was fixed in 2 days). My PC at the time ran at 40-60fps with all the settings maxed at launch. Yes that was unacceptable because there was no reason for my hardware to not be able to run 60fps at all times. By the November patches, it would run 60-90fps on the same settings.
