Yes, the launch version on the PC was pretty bad on a lot of setups, but it was fixed about 6 months later. There is no time even on more limited hardware that it doesn't run significantly better than the console versions. Even the terrible launch version ran better than consoles (except for the bug that caused all the graphic effects to disappear - believe it or not that particular one was fixed in 2 days). My PC at the time ran at 40-60fps with all the settings maxed at launch. Yes that was unacceptable because there was no reason for my hardware to not be able to run 60fps at all times. By the November patches, it would run 60-90fps on the same settings.
