A mod will get you the missing skin(s)...there's an Earth2 PS4 exclusive that came with the Epic version of the game, you can mod that in as well.
the multi player for Arkham Origins went down some time ago as well(PC only)

It's not a bug. The company disable WB Play. Please read the previous comment. The only way you can get them is either buying somebody else's account, or downloading a mods.
