I really doubt it does. HD 8600/8700 is a series so maybe figure out what gpu that you actually have. and its also likely the mobile series so even the fastest one in the 8600m/8700m is no where near meeting minimum requirements for this game. I also believe that the 8600m series only have 1 gb of vram and only the 8700m series has 2gb. again though even the fastest 8700m gpu is pathetic. also its likely the rest of your system is too slow for the game anyway as many of those laptops came with pitiful low power cpus many of which were just dual core cpus and only 4gb of system ram.

And I checked with your program that my graphics card actually does have 2Gb of Vram
ok all that said, I have no idea what is going on with it. so you cant even adjust any settings at all?
I've tried lots of stuff, however I think its an issue with switchable graphics at this point, because I suspect the game is running on the intel GPU instead of the AMD. And I've tried configuring it several times.. same result.

My gpu is an 860m gtx with 2Gb abd it runs the game perfectly in 1080p and 60fps granted graphics settings are a mix of low and medium. Don't forget that amd isn't as optimized as nVidia.
Google says points out it *is* catalyst, and searching about it brings google links that is dated 11/6/2013, 13.152.1.230, which is "AMD Catalyst™ 13.9", which also released on september of '13, so, not only it is obsolete, it at this point is ancient.
Just to be sure run dxdiag and go to display section to check for the driver version. If it still shows 13.152, you're way overdue for a driver upgrade, however, I'm not sure how laptops operate so I can't give you and help on that front.
It might very well be case of game not knowing what gpu you're running when checking information from obselete drivers which it doesn't recognize, WB and rocksteady might have taken route of not including every iteration of past drivers.
This doesn't mean it can't or won't run (make sure switchable graphics is configured correctly) but even if you are lucky enough that it does it probably won't perform very well.

Your cpu is closer to the minimum recommended, but still falls short by about 20%.

and this backs me up as it shows an 860m only getting 51 fps on all low at just 720p. you live in a fantasy land claiming better performance on higher settings at over twice the resolution.

this also shows how full of crap you are. 860m is getting just over 30 fps on all low at 1080p. lol and you are insane enough to claim 60 fps on mix of medium and low at 1080p.

Yup. Or compared to a GTX 660... it's way below min spec.
OP, even if you do get it to run, you'll be looking at bad performance, somewhere in the neighborhood of 10-15 FPS on low/720p. The GPU is just not up to the task. It was low-end in 2013 when it came out TBH.
