It's playable but i'm not even hitting 60 which is really annoying because i know my pc should be able to run this game with no problems.
Maybe it's the game. Your PC specs are pretty nice. You're able to play all kind of games very smooth. Arkham Knight needs a special atention from the WB to solve it. Unfortinatly, this is not a reality nowadays.

the 1060 isn't that good. it's only marginally better the 960. firmly middle of the pack , at best.
3GB VRAM is a massive bottleneck, same for 8GB memory. Probably not great storage either.
Every once in while I'll see an object "floating" above where it's supposed to be. Rare (I think I've only noticed it maybe 3 times), and it's always something that'd be easy to miss, so It hasn't bothered me.
Maybe 4 times in the first session I had random FPS slowdowns. Tabbing out and back in solved it each time. Don't know why. This stopped after the first session, and hasn't happened since.
Had one crash that was apparently caused by transitioning to a hacking/bomb defusing minigame UI. Only happened once in the entire playthrough so far.
So for me at least, this has been pretty smooth, and on par with most "normal" games in terms of bugs. I've played many games that were far worse yet still worth it.
If one is still running on hardware with specs from the 32-bit era, I don't think the game can be fairly blamed for that.
The game itself is great IMO. I'd heard a lot of criticisms about it, but very little was born out in my experience. It's Arkham City, only bigger, and you have a Batmobile now. I was bracing myself for the worst when it came to the Batmobile, but it's actually pretty good, and nowhere near as "always being forced on you" as people were saying.
Doesn't have setpiece levels or bossfights on the level of City, but it makes up for that in other areas IMO.
Be ready to do some rebinding though. Rocksteady still doesn't know how to PC controls.
