I had constant 60fps on max settings (1080p) when I played this (6700k, 32GB, 980ti at the time - I have a 1080ti now but I haven't played the game since I got it). I have an SSD but I have never had the game installed on it, I did a test at one point and it made zero difference.
you can safely say every game's support will end within 1 month after their last dlc release...
It's the same thing like ac:unity, or nier automata, or other non "game as a service" games.
If it's just the batmobile (or other scenes with fast transitions) it really could be the cpu. The specs recommend something a bit newer and it could be they never optimized for a 2011 processor. Obviously changing the CPU is a big deal, but you could try returning to the game when you have a newer PC.
I assume you are running a Z68 chipset - you might be seeing issues there with bus speeds, memory speeds etc. You could try running some monitoring software during play to see if a core of your CPU is hitting 100% - if it is that would indicate a CPU bottleneck. OpenHardwareMonitor is a good one.
