Why yes, yes it is, and that's a damn good place to start from. It doesn't matter what the DL size it, what matters is that you have sufficient free space to install. You're going to wait awhile either way if your internet sucks.
I know I'm late to this, but yes, there is a difference! The download size is not always the same as the size that it will need on your drive due to compression!
Some people have a limit on how much GB's they can download every month. So if steam says that you need (let's say) 75GB while the download size is only 40GB or 50GB, it will make a big difference.
(The download size a.t.m. for me is 65GB.)
