I have a ssd so the lag is ok.
Maybe use dx10 effects instead of dx11 and disable the extra effects like fog or nvidia fx etc maybe it helps.. It can be water effect but i think the most problems my pc had was with the Batmobile in general... changesd some options works proper now.
You can disable ENCHANCED rain which is a gameworks feature and may improve performance on weaker GPU's. Basic rain however cannot be disabled and will exist no matter what.
Beyond that the rain intensity will change automatically. it's typically heaviest at the beginning of the game on the very first play through. I've never seen ot be all that heavy after that, but that may well just be because until recently the NVIDIA drivers weren't rendering it correctly.
Disk speed won't impact frame rates, only loading times.
The Nvidia effects won't work with an ATI card anyway. They are propriatary, he has an AMD card.
It can cause stuttering/frame drops/inconsistent frame pacing if it can't keep up with the streaming demands.
That is true for Debris and smoke/fog only which require a CUDA capable GPU. Enhanced rain and light shafts however are software effects and will work on AMD GPU's.
Was it truly necessary to be an ass? A simple "Your specs are below the game's minimum requirements" would have gotten the message across just fine.
