I can still play as him in other challenges.
In the case you show, if you press left while Robin is selected (or right while Batgirl is selected), it should select Batman. It won't show his picture anywhere, but you'll see his name listed over on the left (see the place in your screenshot where it says "Robin" for Iceberg Lounge, "Batgirl" for Crime Alley, and "Nightwing" for Monarch Theatre?). His name should also be blue instead of yellow (indicating that he's the default character), and the character select bar should be replaced by a leaderboard.
Does none of that happen?
(Granted, they didn't pick the most intuitive user interface for this; that's probably partly because they tacked character selection on as an afterthought after the game had already been released and people complained that it was missing.)
