About Penguin missions

So my main story is 94% complete . And everything else is done,except the Riddler and the Penguin.My Penguin missions is 40% and Nightwing says that he is still searching for the trucks.I see other players have completed it in the early stage of the game.So what should I do next?I want to finish Penguin before entering Panessa. Is this a bug? I want to get a perfect ending.

No it's not a bug. read online guides to learn what the next step is. If something were a bug, very few would accomplish it.

Try continue palying Riddler's mission, then will probably show up. ;)

I think you need to get the freeze grenades from panessa studios. It might be that or something else

The final Penguin mission on Bleake and Founders Islands unlocks after assisting Robin with Harley Quinn in Panessa Studios and getting the Batmobile upgrade in the backlot garage. If the last Penguin case didn't unlock while upgrading the car behind Panessa and you're only at 40% then you missed a mission or two earlier.

[Spoilers] Here's the Penguin Gunrunner mission sequence. Check if you missed any.

1st mission: Unlocks atop Ranelagh Ferry Terminal. Concludes at Harold's Auto Repair on Miagani Island.
2nd mission: Unlocks dropping off Ivy at Miagani Gardens, also unlocks Two-Face missions. Concludes at Falcone Shipping Yards on Bleake Island.
3rd mission. Unlocks after destroying missile launcher on Founders Island. Concludes at Grinning Fishmonger warehouse on Founders Island.
4th mission: Unlocks after Harley Quinn mission in Panessa Studios. Engage at Bleake Island Gotham Water Filtration Plant; conclude on Founders Island inside Amertek Building.

thanks ,I get the freeze grenades from panessa ,then Nightwing says that he found the trucks when I'm getting out of the panessa.Now I can finish the Penguin missions.Thank you for your reply .:)
