I doubt that there will ever be a Game with a Side Character as Main Protagonist because i´d say, if there were a market for a, for example Catwoman or Robin or Nightwing or whoever Game, there would already be one. I think People would always expect the Major heroes being the main protagonists and the Side Characters would be mainly material for some DLC or maybe some Missions in the Main Plot.
Also, the theme with these Batman games has always been an evacuated district or city, so you only have so much variety in level design. You have to make up for it with variety in characters. I think OP's idea works better as side missions, but they already did that in Arkham City.
