Is there a big market for a Catwoman game?
A stealth-action game about stealing valuables.

It wouldn't have the mechanics of Arkham. The cat climbing in Arkham City and Knight wasn't so great because the Gargoyles and such were made for Batman. It would mainly be a stealth game with optional fighting, so there wouldn't be any predator maps that force you to stay hidden. Think of Metal Gear Solid, how it lets you choose a stealthy approach or a riskier combative approach. Catwoman is a skilled martial artist, but she's not as strong as Batman, so the combat wouldn't be about combining combos and the targeting wouldn't be so automatic. It would be about taking enemies out as quickly as possible and then getting away if necessary.

There might be a little cat sidekick named Isis, who comes with you every now and then and gets into small spaces, navigates security and fetches items for you. She often rests on your shoulders when invited for a heist.

Batman would sometimes be your adversary and sometimes your partner, like in the cartoons and comics.

I also wanna occasionally play as Selina Kyle, with her gameplay having more adventure elements and featuring some backstory about the heists.

I've never liked her goggles. I want the mask going over her forehead and around her eyes again. I understand that she wears the goggles to protect her eyes from the wind and other hazards, so I wouldn't mind a different suit with goggles as an alternate skin, as long as the skin doesn't look dead-eyed again. I want a more minimalist suit without so much metal and armor padding.

With how popular stealth-action, sex appeal and Batman are, I'm kind of surprised there has never been a Catwoman game. I mean, except for the movie game which only came out because of the panned movie.

Does the idea of a Catwoman game interest you? How would you like it to be?

Not really. WB got the whole DC Universe sitting on the shelf and had ignored it so far. I would rather see something new and not Batman and/or Arkham related than another Batman Game or Batman related Game. I would be more interested in a Game with the Flash, Green Lantern, maybe even Green Arrow than Catwoman.
I doubt that there will ever be a Game with a Side Character as Main Protagonist because i´d say, if there were a market for a, for example Catwoman or Robin or Nightwing or whoever Game, there would already be one. I think People would always expect the Major heroes being the main protagonists and the Side Characters would be mainly material for some DLC or maybe some Missions in the Main Plot.

To be honest, I don't even like superheroes. Batman is the only superhero franchise I've ever had much of an attachment to. So, I don't know whom else they'd make a game about, but I probably wouldn't play it. Especially if it's Superman, the overpowered space god.

As anyone can see just from playing Batman games, they have a hard enough time filling in enough gameplay hours just cramming Batman's villains into the story. As interesting as she is, Catwoman is still just a side character. You would have a hard time filling such a game with enough content. It would no doubt be very repetitive, and much of it would end up feeling like cheap padding.

a green arrow game could be interesting if done correctly.

I don't think cramming villains into this stealth-action puzzle game is the way to do it. The Metal Gear Solid games get by having one main villain, a small number of bosses and many soldiers. The variety is in the level design and tactics, and the motivation is the story. That's how a Catwoman game should be done. Batman is better suited to an open world because of all his gadgets and all his enemies, so make this linear, more focused.

That's a very apples to oranges comparison though. In Batman games, there are a lot of iconic characters, and players expect to see them. While on one hand I agree that a lot of characters alone doesn't make a good game, if there are decent missions and writing themed around them, it certainly gives the game a lot of variety and good content.

Also, the theme with these Batman games has always been an evacuated district or city, so you only have so much variety in level design. You have to make up for it with variety in characters. I think OP's idea works better as side missions, but they already did that in Arkham City.
