Again, I think it looks fine.
Catwoman is often seen this way in the comics. Is true to source fanservice... yup. And it should be somthing that comic book based games strive for.
I'm agreeing with you. I think she should have her goggles on most of the time.
Early on, perhaps, but I imagine everybody knows who she is by now. She's been a Gotham based criminal almost as long as Batman's been around, if not longer.
You have to realize Catwoman was always conveyed as a character whom flaunts her sex appeal. You can dream about her being a tight zipped, goggle wearing nerd that avoids sexy lingerie all you want, but that isn't the reality of the true Batman universe.
You can say a lot about what they got wrong on this title, but for the most part, Rocksteady always nails the character and canon elements.
I know that's her thing. I just wish she did it with a bit more class.

If you want to be that picky about such things, we could just as well say anyone that stares closely enough at a woman's butt to notice what underwear she's wearing, is admiring her form enough to sound a bit odd complaining of her having a lack of "class". LOL
Bottom line, a lot of women wear thongs because they know men like to look at their behinds. Why should you be able to indulge in that scenario, but not her? Just seems odd.
