I think you should take off that nostaglia cap.
Explore for the Riddler trophies and you ntice how much detail they have. Go beyond them and you'll find even more.
The main point of a new title is visiting places you haven't before. If it's any consolation, you can actually see Arkham City, Arkham Asylum and Wayne Manor in the distance.
That would be a waste of resources, it would be much better to make the main story longer or to create side-quests for the player to do.
Just the idea of making City again in higher poly count would require many, many hours.
/ As for space, I think City used its space the best. Origins feels empty and Knight is more interesting but one can still find many places which could have been used.
