Not that I was aware of, but it does make it easier of course.
You will have to go to GCPD to locate a specific gadget later on. It is best to upgrade as you get points for completing objectives.
You can get the vast majority of your upgrades without doing any of the challenges, as long as you pay attention to what you are upgrading and think ahead a bit (thats what I did on my first playthrough).
If you do grind out the side stuff you get more points to increase your skills as well so if you plan ahead it will make things easier. Doing just the basic story though you will need fewer upgrades compared to doing all the side missions.
