Report a translation problem
I run this game on a laptop with Windows 8, so your laptop should be able to play the game. But it does become unstable when playing it on a computer that displays on widescreen. Which is why you might have to force it to play in windowed mode.

To make it run in windowed mode, you have to go into the game's folder, and open the swkotor2.ini file. Then, make the following changes:
- Under [Graphics Options], add the following: AllowWindowedMode=1
- Under both [Display Options] and [Graphics Options], you'll find Fullscreen=1. Change both of those to say Fullscreen=0
After that, you'll have to start the game with the swkotor2.exe icon. (If you try to start the game with the RunGameID icon or from the Steam Library, the game will ignore the changes you made.)
If the game opens a window, then you'll know it worked. But if the screen goes black, then it's still in fullscreen.
If yes, then that's UAC interfering. To prevent that, you'll need to move the swkotor.ini to somewhere else (like the desktop) and make the changes there, save it, and then move the file back to the game's folder.

I also have to ask: When you start the game, does it open a window, or does the screen go black?
If the screen goes black, then the game is still trying to open in fullscreen and will crash.
But if it opens a window, then you should be okay, with that one issue.
(The Frame Buffer Effects cause the game to crash when it loads a movie. I know, you said you turned movies off, but that option doesn't actually do anything. The movies will still play regardless.)

Could you post what your swkotor2.ini says, specifically the [Display Options] and [Graphics Options]?
That might give an idea of what's wrong.
(Although, if the file isn't in English, I'm not sure I can help a whole lot. But I'll try.)
If that fails, you might have to do something drastic.
