You need to win a GAME by having 9 cards on the the table (and staying under 20). It's a win-condition OE added to the game. The invert cards are your best bet at getting it.

You are supposed to win by getting so many cards on the table there is no more place for new ones.
Do you really think they'd work with the restored content mod guys to have it ready day 1 and lock people out for achievements at the same time?

The same thing happened to me, after placing EnableCheats = 1 in the .ini file you enter the game, you press the button below ESC and above TAB.
You will realize that cheating works when the player can not move, you can not move forward or backward.
Now, my keyboard was in Spanish (Latin American) I had to change it to English (Canada) or (USA) it works with 2 of them.
