Mostly how many tier of armor feat you need.
And generally the armor (though plenty good medium armor). It really depends on your dexterity which is best, and I generally find with high dex build unarmored is best...

The requirements to wear them. People who can't wear higher tiers get the trade-off bonus of getting spend their perk elsewhere.
Then there's the obvious correlation that heavier armours have higher defence with a counter-balance of the lowered dexterity cap.

If someone receives +6 dexterity from weapons, implants, headgear, gloves etc, but their armour has a max bonus of +2, they aren't going to receive 4 of those 6 points until they put on armour with a higher dexterity cap.

In other words, ranged characters will become worse at aiming blasters while anyone will have a more limited ability to dodge. A tank typically has a low dodge chance in favour of taking low damage, but you can always go the other way and pray to the RNG gods that they roll some good dodges.
