It doesn't work on your main character, he's not a Miraluka, and it's not an activatable skill (so it never costs force points); it's always active, and it doesn't add an arrow to the party portraits. When you are controlling Kreia or Visas directly, if you hit Caps Lock (default) to go into Free Look mode, the edges of your screen will have a smoky/wavy effect, and people will be highlighted different colors according to their alignment, like so:

But again, only Kreia and Visas, and only in Free Look mode.
You do have to cast it so it does cost Force points for the Exile.

do you think its a graphics setting? what settings are on your kotor 2?
Try adjusting graphical settings. And are your video card drivers up to date?
The Buffer adds certain special effects, such as the invisibility (when cloaked), and the motion blur when using force speed. But it also tends to destabilize the game. (Plus, on my laptop, the option is greyed out entirely)
It's possible that the Force Sight effect is part of the Frame Effects Buffer.

With frame buffer effect they just turn invisible, and you see blurryly what's behind them.
And yes, Force Sight is part of those effects.
