Are you on the ship while this happens? Have you left Telos?
Try leaving Telos and travel to what ever planet you feel like, after landing on the new planet, try talk to her again (On the ship) and see if everything works as it should (No more black screens).
I am on Telos, I wanted to discuss wth everyone before I left.
I will probably block all cinematics...
Try leaving Telos and travelling to another planet. I'm not entirely sure but the issue may be caused by the game trying to load the wrong graphic. If you get a black screen when leaving Telos anyway then that is probably a specific and known issue you can search for.

add line : Disable Movies=1 ( if it exists just change it from 0 to 1)
Disable Intro Movies=1
go down to:

add or change to 1 DisableVertexBufferObjects=1
go down to :

add line :
Disable Movies=1
dont forget to save changes
You can now play the game and watch the cutscenes from launch menu if its your first time playing or on youtube.
The game wont load / transition from cutscene resoultion to game engine resolution which should prevent the bug from happening.
In the end it turned out to be a mod issue: I modded the game outside steam with TSLRCM and more. What I didn't realize is that I had TSLRCM also enabled via Steam Workshop from my previous playthrough. Disabling workshop mods fixed this problem.
