Can't be fixed without rewriting a chunk of the game engine as the issue is in there.
It can actually be fixed very easily without rewriting any of the game engine. All that they would have to do is add an if/then statement, so when combat is triggered, framerate is capped to 60fps. That would take less than an afternoon to do.
Omg this finally led me to a solution! I'm actually having this same problem in Kotor I on Linux. Turns out I needed to drop my screen's refresh rate to 60 fps via the Linux system settings, and set the Kotor main menu to 60fps as well.
