Stuck on Citadel Station - Any Feedback Appreciated

Ok, so I'm on Citadel Station and I've just killed the exchange and returned to Jana Lorso. She tells me there is a shuttle waiting for me. I go down there and tell the guy at the door to Bay III that she send me. He lets me in. I walk over to the shuttle and it prompts me to either get in and ride to the surface, or step away. I stepped away, seeing that I have accepted many quests that I would like to complete. I leave, complete the quests, and return to the guy at the door to
Bay III. There is no option to continue through the door to the shuttle this time. Not knowing what to do, I go around and talk to everyone. And I mean EVERYONE. No solution has shown itself so far, I will keep you posted. If I have missed my opportunity to reach the surface, please tell me, or if there is another way to go about getting to the surface, I would appreciate that as well.

OK There is a console by the second door when you walk in to the shuttle bay have you tryed that, that allowes you to open the door

And may I ask if you are referring to the information terminal which can transport you to other modules?

What did you do after denying the flight. The smuggler quest? Did you take him to dock III? Do you have a save from around that time?

I'm pretty sure that when the one brother that deals with smuggling goods in the black market came into Bay III when I went in there I turned him in to the general, instead of picking up all of the items. Sorry if this doesn't make sense, I can't remember all of the characters' names.
