The second type are the "named" jedi and sith robes (named because they are mostly identified after a famous jedi or sith). These are rather more powerful. The best dark side or sith version of these is Aleema Keto's robe IMO. The problem is that the loot system in the game does not work properly. The only way to acquire them during the course of a game is to install TSLRCM, which fixes the loot system, and start a new playthrough (if you are not already using it). Alternatively you could give yourself these items using cheat codes or the save editor.
Not robes. There are some force user light armours, such as Darth Malak's armour, but they are difficult to almost impossible to obtain without mods (TSLRCM again).
If you are playing an unmodded game and really want this stuff then best to bite the bullet, install TSLRCM and restart. Not only will that allow you the possibility of finding the stuff we have been discussing, it makes quite a lot of other sith or dark side weapons and equipment reasonably possible to get.
the exception to this is various shops don't care about the level of your character so the shops on telos citadel station can carry endgame items like ossus keeper robes.
I assume they can carry the sith robes I just wasnt looking for them.

TSLRCM actually makes changes to the loot system so that the better stuff appears earlier (and at lower levels. Having played both with and without TSLRCM I have observed this and the level difference is more than XP from the extra content accounts for. I can go through several examples but the most pronounced difference is with Darth Malak's armour. Without TSLRCM the only way to get it is apparently to use exploits to get to level 50, then do the freighter quest for Fassa at the docks on Nar Shadaa and he gives you this item. With TSLRCM I have collected 4 or 5 of these in a playthrough (usually when playing light side so I cannot actually use one). That is not just a bit of extra XP.

False, stores do use levels, they generally have higher level bonusses than even the rare loot bonus. Still, you wont get endgame level 30 stuff on Telos.

Not quite correct. We fixed many issues, the robe issue halving the level where it shouldn't does technically make robes appear sooner than vanilla (since you get a robe per level than per 2 and the last 15 appear without using some very special locations or a rareloot bug in vanilla).
