Sometimes alt-tabbing may cause memory leak too,for some reason.
You don't need more than 5 or 6 saves for your current game, progressively overwriting them as you go, just to be on the safe side. One or two saves should be sufficient for archived games you may want to pick up and replay. So you really don't need that many saves.
Avoid cloudsaves as much as possible. They were added to the game a few years ago and various problems with them have been reported.
The simple fix for dialogue skipping is to exit and restart the game. As this issue typically only manifests after a couple of hours playing then taking a couple of minutes out to restart is not a big deal.
