Dominate Mind not working?

I am playing through and have reached level 6 - 8. Just delivered the droid to Chodo on Telos. I have had Affect Mind since level 2 and Dominate Mind as soon as it was avaialble. I have not seen a single option to use either. I seem remember there were plenty of opportunities to use it by now (the mercenaries in the entertainment module on telos for example). It's been so long since I played last, maybe 5 years, that I can't say for sure.

So, my question is, is my game broken? If so, how do I fix it?

Following is a list of mods that I am using:

TSLRCM (English) + M4-78EP (English)

Fix Head Model Clipping

Hide Weapons in Animations

Well it’s not cause of any of those mods. If you get through your first planet after telos and still have this issue I would maybe be concerned, but I have recently started a new play through and can only remember one time on telos that I used mind control

The first opportunity I am sure of to use it is on the Czerka guy in the bar during the "access the Czerka mainframe" quest. If it doesn't show up there then something isn't right.

I reinstalled the mods and restarted anyway, I had done a consular/sith lord build and realised I'd put points into dexterity rather than constitution, so I was unable to use any implants.

With my restart I shall keep going until I hit the surface of Telos, that way I can be certain that there should have been an option to use it.
