Seriously though, it's that dude Mandalore needs to see, Dhagon (IIRC), who's locked due to him being a prime suspect of captain Sullio's murder.
It's really hard to murder someone peacefully. Riiken is mandatory for the main plot to move along, but once you've progressed it up to the point where Dhagon is released, he starts patrolling in an area with less supervision, so you can murder him without too many witnesses. If you want to do a light side or peaceful run, maybe don't accept assassination quests like this one.
It's not specifically an assassination quest though. The purpose of the quest is to put people out of their positions of power. The quest is completable without killing a single person. And when you do this quest without killing a single person, you are actually capable of denying General Vaklu with joining his side...
