New Fuel for Telos bug

Hey everyone;

I've already found several threads claiming this quest to be bugged, though my problem seems a bit different from most people's difficulties. I've talked to Vogga multiple times and talked to him about the fuel situation before going to Goto's yacht. After that, I returned to Vogga, but he claimed that I hadn't dragged Goto to him in chains, and I'm unable to proceed any further with any dialogue (bringing the actual Goto droid to him doesn't change anything, I tried that as well, and Lt. Grenn on Telos doesn't have any dialogue options either).

I'm mostly interested in getting the "Hutt Oil" achievement, which I can't. Does anyone know of any way to salvage this quest for my current playthrough?

If not, does anyone know of a 100% certain way to get this achievement during my next playthrough, without this or any of the other bugs related to this quest occuring again?

What you should have got in the dialogue with Vogga, after he gives the chains line, is the opportunity to respond "Rest assured he will not bother you again". The conversation draws to a close and the journal updates to say go and tell Lt Grenn.

Are you using any mods? If so, which ones.

I'm using no mods at all, and sadly, the line you mentioned isn't available to me.

I managed to fix the problem: Installing the restored content mod allowed me to gain the right conversation options even with my current saves :)

You really shouldn't install TSLRCM midgame though.

I know, but I was already done with this playthrough when I installed TSLRCM, I just wanted to check if the bugfix for the fuel quest would work when loading up an old save, and it did.
