First.
Either unpack all the files from the compressed file you downloaded. Then manually copy them into the override folders for both TSLRCM and M4-78 mods in the Steam workshop folders on your hard drive. Or use the installer with the mod to install it to both of these folders.
Second.
Don't use Hak Pad. Once the mod has been installed either use the cheat console or the save editor, KSE, to put the outfits in your inventory. It states that you should find the first one early in the game if you don't start with it, then you will have to cheat the others intp your inventory.
If the items are showing in your inventory then you should be able to select them as clothing for the main character only.
Have you started a new game since installing the mod? If not, try a new game. Do the outfits still appear in your inventory? Can you select them now.
It is also possible that another mod which changes the appearance.2da file is messing things up. What other mods are you using. Have you had issues with the game? Have you installed ny other mods at the same time as this one?
One other thought. If you start a new game and choose the character that is in the images on the mod page, does it work with that character? Should not be an issue but....
