Report a translation problem
Ok at firse I said to turn it off be accident, turn it ON. After combat there can be some spikes in FPS which cause the game to freak out since it can't handle more than 60 FPS right thus not allowing the party leader (most of the time the PC) to move. V-sync however (among other things) does not allow the FPS to go over 60 meaning this bug cannot happen. If this does not work I don't know what to tell you.
Turn on the FPS counter in Steam and see if it goes above 60 when this happens.

Well, that's a problem...it might not be why you have that bug but there are 2 reasons why you should use the TSLRCM mod. 1: it makes the game 20x better. 2: it fixes 100s of bugs one of which may be this one. Along with the bug fixes it adds a lot of content to the game that wasn't fully implemented due to time constraints. One should always use this mod. Anyways if this doesn't fix it you should just start a new save since you're not far in anyways. (even if it still bugs get the mod, its on the workshop)

this is the English version of the mod, its the only one you need, the others make small changes and require this base mod.

I have put together a small(ish) list of mods that I think should always be used. However you will want to make a new save since using TSLRCM (the sith lords restored content mod) can have strange and even game breaking issues if used during a save that was made without the mod, but again since you're just on Peragus this shouldn't be so big a deal.
This is a popular list too but some of them I don't like and the M4-78 mod and re-texture mods I wouldn't say should be used on your first play through
