The console is invisible. The easiest way to tell if it is open is that the movement keys don't move your character. If it isn't open you probably didn't press the right key due to a keyboard language issue.

I just spent quite a while to open the console, and found numerous solutions, one of which finally worked. Here is a short report on what I found:

Enable the console with EnableCheats=1 under [Game Options] in swkotor2.ini.

In game, bring up the console by entering " ` ". There are several possible keys, the right one seems to depend on the keyboard language.
  • Usually the " ` " key seems to be above Tab and next to one; sometimes it is the " ~ " key.
  • The same key, combined with Shift.
  • In the german keyboard layout, you need to press Shift-" ´ " (the key right of " ß " and left of backspace), followed by backspace. This actually enters a single " ` " (you can try this in a text editor).
  • There might be other keys/combinations in other languages; the console seems to open when entering " ` ". Try to enter this on your keyboard.

The console is not visible. You just enter a command and press enter. You can make sure you have the right key, by opening the console, and see if your character still moves/turns if you press w/s/a/d. If the console is open, your character will not move until you close the console with Enter.

Some people also report they had to run the game with administrative privileges (was not neccessary in my case).

Dude, cerberusiv is probably the most knowledgeable person outside of original developers for the game. I know it was your intent to praise the other respondent not to dismiss him, but really, if you knew who he was and what he has done for players of this game, you'd not let him reply without thanking him for his time.

Administrative privileges is a Windows permission thing. You right click on an exe and select "Run as Administrator". Here you can also do other things that some fixes may call for, like running in Windows compatibilty modes for various prior iterations of Windows.

[EDIT: Wow, just checked date of OP. Who's necro'ing stuff this dusty?]

This may work for those that are still having issues with getting the console commands to work. As I have tried to add EnableCheats=1 under [Game Options] in swkotor2.ini main folder which most of you know as C:\Users\ProgramFiles (x86)\LucasArts\SWKotOR2 Or the Steams way to get to it I'm not to sure on that one due to having the disk version installed but for my file it's not in the main LucasArts folder were the game was installed mine was in a totally different folder under C:\Users\Usersname\AppData\Local\VirtualStore\ProgramFiles (x86)\LucasArts\SWKotOR2. It should only have about two folders and two texts docs in side so should only be the Saves Temp AR_ERROR.LOG and the swkotor2.ini that should be the right one that some of you may need after that just put the EnableCheats=1 under [Game Options] in that swkotor2.ini and it should work although it still will be invisible. Hope that helps anyone that has the same or similar problem that I had.

I know it's kinda late but i found the comment of this guy called "tatilud" really helpful.

He is basically saying try the Left Shift & CTRL combination first and then proceed with the tilde key which worked for me just fine.

The way i see it, it doesn't matter how knowledgeable he is as long as he doesn't have the insight of some random guy in a forum discussion from 13 years ago. He is not giving any news, the same things had been told over and over again for both games in many platforms :)
