City of Gangsters? I'm trying to decide between the two.

I saw the ability to build soup kitchens, saw the potential for a new king upon the throne of Gangster Sims and it fell so short. Nothing tops Gangsters: Organized Crime and Gangsters 2. The X-com style combat is poorly done and would be bad enough in itself if the management sim aspects weren't so bland, forgettable, and half done. I've barely managed to get a few buildings set up and already the AI rival has twice as many buildings, all filled with goons, and is now attacking my buildings. That's on easiest settings. Does the AI have infinite money or smth?
