If you start off "guns a' blazing" and raid warehouses and the like for stock to sell to make some early scratch you will end up stepping on the higher-ups toes.
The higher-ups are usually politicians and crime lords. Everyone is interconnected. Remember, you're trying to take over an existing economy. How would you feel if some thug FOB came in and shot up your warehouse for booze?
Source: I raided a warehouse and pissed off the only sherriff in the process. Had to restart after the heat got too hot.
