I second this suggestion. It lacks the tactical combat but it's a great simulator.
Starting out in Crusader Kings can be a little overwhelming but the game is a lot of fun.
Crusader Kings II is one of the best computer games ever, period. Not a graphical superstar, and a heavy learning curve, but once you get into it, holy smackadoodle. Just the best gaming since Half-Life 2 or Tie Fighter, if not more so.
