Thanks, I'm assuming more information helps everyone try to get their ♥♥♥♥ fixed. I assumed there was some disconnect; now that I've been able to log on once or twice I'm assuming it's just server load issue.
Steam does not open the ports or it opens wrong ports so you must add the Uplay Launcher and the AC3MP.exe in your Steam game folder to your Firewall.
After that you must set-up the correct portforwarding in your router.
The Ports are:
Asassins Creed III
[TCP] (remote port) 80, 443
[UDP] (local port) 3074
Uplay Game Launcher
[TCP] 1300, 1400, 14008
If you have a Fritz!Box you can also add your Computer as Exposed Host what will erase all port problems but then you need a good firewall.

If I manage to get past the "Ubisoft services is down" error I can see that my NAT is open. And my router is just set up for Steam (Some pre-installed setup).
I've tried disabling my firewall both on my PC and router. None of which helps.
So the problem is not in our end.
the problem is that if you install with uplay it creates all connections you need but steam does not know how to do so (i think or it simply does not do it :) )
so if you add these ports to your portforwarding list you can play AC3MP and be happy
EDIT: the multiplayer has nothing to do with steam !! steam is only starting uplay with a preset because of that you can not start your game without steam. So it makes no sense if your router is configured for steam
Opening these ports worked PERFECTLY, dark_eagle. Thanks so much for sharing this with us! Now I can finally get those rewards and play the multiplayer mode as intended.

Uplay and the alleged steam uplay are the same thing. Don't believe me? Check where your non-steam uplay is intsalled. Now run AC3 from steam so that Uplay comes up. Open task manager and find the uplay process. right-click and go to file location. Same location. Unless you manually install uplay to another location that is.
It is odd though that launching uplay by itself doesn't give access to AC3 but launching ti from steam does...
As for the port forwarding, my game worked fine the first 2 days it was out here in the states. Ever since the consoles got their 1.02 patch I can't connect most of the time and get limited mode quite often. Sometimes I can get out of limited if I repeatedly try hitting go online but it's not consistent. So I highly doubt limited mode is because of ports (at least for the past 2 days).
Over on the Ubi forums a few people mentioned it was an issue with the account management system or something. This makes some sense considering I keep losing my character customizations randomly. Hell I even lost 3000 Abstergo credits earlier... (they did return after I completely closed the game and re-opened but the customizations had to be redone completely)
I dunno guys. I dunno what to say any more. I played they hell outta it for 2 days and now it rarely works at all... Hopefully they fix it soon.
And btw, excellent investigative skills topic creator. That was good thinking.
Now What I do is login to UPLAY first then open my shortcut to AC3. and the game connects.

I would also like to point out that Ubisoft is aware of the glitch that the key is already in use for another account, yet it's odd to see it happen on the same account.
