Its true, GPU usage seems to be down. I've already tested and benchmarked the game and My CPU USAGE averages only at 70% while GPU averages at 30%

C2D E4600 (overclocked to 2,7 GHz), 4 Gb RAM and GF 5770 1Gb. Win7-64bit HP. 1280x1024, yes (old monitor, actually it is good monitor and I like it, just not big one)
I have low fps in Boston too.
First, I thought that my CPU is not enough, then I realized that when I look down (on floor) game is fluid, fps is high. Only when I look at crowd and city - low fps. I checked CPU usage both with floor-only view and city/crowd - its even, 90-100% on both cores. Well, it is not CPU if I am right. I assume, that there are some slow effect. Mist may be (this effect always was slow in many games). At least in my case (but i didn't checked GPU usage, can someone point me to the needed software).
- if I look down (floor) and have high fps (60+), then GPU usage is 40-50%;
- if I look at crowd and have low fps (15-20), then GPU usage is lower, 15-20%.
CPU usage in both cases is 95-100%.
Guess, when I look at people then game start to take much more from CPU.
To get the most out of you RIG you need to do the following:
1) Open Task Manager
2) Set High Performance from Control Panel
3) Start the game
4) ALT-TAB
5) Set Low Priority for the game
6) Set affinity 2 cores, regardless of CPU, DON'T SKIP this step
7) ALT-TAB back into game then alt-tab back to task manager
8) Set affinity back to all available cores
9) Enjoy game to the maximum extent of your RIG. Your CPU should now allow the GPU the maximum flexibility.
Personally, my game never dips under 45 (I limited my game to 45 fps from MSI Afterburner anyway) on a 560 Ti overclocked, on an FX 6300 @4.5 GHz.
I run it maxed, 1080p, AA set to 2nd option out of three.
PS: My game is constant 45 everywhere in the game, including Boston. There are very very very RARE situations where it goes down to 40, but it's never more than 1 second, so I consider my framerate a constant 45, with my GPU usage going between 85 to 94%.

The game drops to 35-40 fps , gpu usage is 50% at max. HELP.
