This is a video I discovered recently and I seriously wish I would have discovered earlier when I first played through the game last year. It's a simple configuration change that fixed all lag issues for me and I am able to play on max settings without any fps drop whatsoever. Hopefully it will work for people.
EDIT: I forgot to mention that it is recomended (at least for me) to delete Assassin3.ini and launch the game and exit and edit the new replaced version of the ini, then follow the same steps. After that, right click on Assassin3.ini and go to properties and check "read-only".
If you want to change the settings like controls and other stuff then do so before you edit the ini and after you replace it, because after you make it read only it wont save what you change in game and if you edit it without having it read only it will override the settings you edited.
Also don't change the graphic settings no matter what it displays after you edit the ini. If youre going to change them then do so through multiplayer so that when you copy the Assassin3MP.ini into Assassin3.ini it will be your chosen settings on your multiplayer configuration.

and my system does not deal with the game on medium graphics. What is your PC configuration? Maybe you should try to erase the settings Images!
It all depends on what you find satisfactory. Can't really go by a persons standards. I know some how find 30-40 fps smooth. All I know is AC:3 stutters and becomes distracting! AC:3 runs fine 70% of the time. Problem is 30% is present off and on.
Splinter cell blacklist I can Max out without one drop running 2560x1600p. Also can max out Metro last light and BF3. Already talked with a few from uplay and they said AC:4 will have better optimization.

I show the game playing at 30-60 fps, but it "skips" all the time (a couple times per second). It's not enough to see the framerate drop, but it's enough to be seriously annoying. I have done the Vsync trick and the high priority trick, but it won't stop. The strange thing is that when I minimize the game for a minute, and bring it back, the studdering goes completely away for about 1 minute then comes back. Anyone else having this particular problem?
I set it to run in compatibility mode for Windows 7, problems gone.
