Report a translation problem
I uninstalled Uplay. I download Uplay from Chip.de or I guess you can download it from Ubisoft directly as well.
I got the new version and installed Uplay again. I started the game and created a new player! I waited until Desmond is in the hall. (before you go in the animus)!
I quit the game and took a look in the folder!
Now, I have the samegame folder and if you go inside you will find the save file.
So, my guess is, that the version do you get from uplay when you downlad this game from steam is to old!
So, unistall uplay, download the actual version and install again. Hopefully it works for you, too

To note: I'm running Windows 10.
Went to the steam library on my computer: Steam folder /steamapps/common/assassinscreed3 and find the two exe files. Then right clicked properties and then checked the "run as admin" (I had to go to the compatibility tab).
That seems to have fixed it for me. I did a quick run and found the game saved.
