Boston Brawlers Smugglers glitch

Has anyone had the 2nd smuggler be across town and you can't get to him in time to beat him up too? I get the first one down and then I'm having to run 3 buildings over to get the other and by that time he's either gone or some damn patriot is in my face with their guns.
