Only getting 84% on the west New York underground, but found all exits

How exactly do you get 100% on this part? I've found all 11 exits but still getting just 84% on the west section. Do I really have to go into all the dead ends to fill out the map?

There is a mission in sequence 11 where you have to go underground in New York. Once you've done that, it will hit 100%. I had the same thing until I found that out.

Oh ok. I'm still on 10 but I did find a secret passage way that required two power kegs. Now if I can only get past a wafterfall puzzle in Boston to finish that one up.
