How to activate the console in Doom-BFG

I never had this problem with the retail game back when it came out but somehow the console command doesn’t work for me on the STEAM platform.

Granted, they DID make some improvements in BFG, namely 4k compatibility and 120fps which my custom built machine can take advantage of - Nvidia GeForce GTX Titan X times two (dual SLI) with 12GB video ram each. That easily powers my 40-inch 4k monitor. Probably not a zinger for an old game like this; but for a game like Skyrim -- holy #### !

To make the console available, do the following (in STEAM).

Bring up your list of games.
R-click on your game.
From the list, at the bottom, select PROPERTIES
Click on the SET LAUNCH OPTIONS bar
Enter the following and click OK:

+seta com_allowconsole 1


NOTES:
From the web, the console commands instructions say to activate the console is to key in CTL+ALT+~

That last character (~) is a tilde. For some keyboards that requires a shift (uppercase) otherwise it becomes a backward apostrophe (`) which is in my situation. Interesting though, in Fallout3, Skyrim, Morrowind all I had to do is press that key (alone) and it brought up the console.

I’ve discovered that by entering the command above into the LAUNCH OPTIONS, all I have to do is press that key (not multiple keys). Apparently it takes. Hope this helps somebody since it took me all night to figure out.
